Asking that is like asking what is the best car to buy...everybody has an opinion. Both Nikon and Canon make good cameras.
The best thing to do is go to a camera store (not an electronics store) and hold, look at, and try the different brands and models within your budget. You can get a better feel for the camera when you can walk around with it and actually shoot instead of being tethered to the display stand, PLUS the people working there will be able to answer your questions and help you learn the camera. Most camera shops also offer weekend camera courses.
You are the one who will be using it, so get something that feels natural to you with easy to find controls. Both Nikon and Canon are great brands. I went with Canon because of the way it felt in my hands and the layout of the controls. You will miss shots if you are constantly fumbling with the camera.

Go and hold a EVERY camera within your budget from EVERY brand. Choose the one that you like the weight of, the button placement and the menu system.
You can not buy a bad dSLR, do not just buy a Canon or Nikon because biased people here tell you to. Choose the one that YOU like in YOUR hands, they all produce excellent pictures.
