So many variables. A good start is a pont and shoot Panasonic Lumix with image stabilization and a good lens, for around a couple hundred $ . After that the sky's the limit according to your budget and desire to take better photographs with more control over the process.

if you have the money get the nikon coolpix p80, i have one and i love it. the nikon coolpix p80 will cost about 300$
