Is it rare for a college student to have a digital camera instead of a dslr? I'm wanting to learn photography?but i'm not rich and i'm not majoring in photography.......is it necessary to have a dslr if your taking photography in college?

depends on the class. me, i am majoring in media. i have to learn both photography and video making. for photography, dslr is what we use.
however in my class, a camera that is higher than 7 megapixels and that can produce RAW pictures is required.
So it depends on the classes you take.
However, dslr is the common camera that professional photographers use. However, you can use a point and shoot if you want...just get the best one and with higher megapixels.

I forgot to correct you. DSLR is a digital camera. I think you are referring to POINT and SHOOT cameras in your question.

I've never seen ANY high school or college level photo course that will allow use of a non SLR or DSLR. You simply can't learn/teach photography with them since most of them don't allow for manual functions.
Digital is just that, a digital camera.
DSLR is a digital single lens reflex - interchangeable lenses, manual functions, etc.
SLR is the same, except it uses film.

You probably want to give a call to the photography department and check. In the local community college by me, the introductory course does not require a DSLR. The second course in the sequence uses Photoshop, so you need a camera capable of creating a RAW file. The third course is a film course - a traditional SLR is used there.
Any courses above use a DSLR (with the exception of the advanced film classes - they still use some 4x5 film)
But - like I said, best thing is to check with the department.
