The question of what equipment to buy is always a tough one. There are always three things to consider:
1. Budget
2. Present Skill of the User
3. Desired Skill of the User.
The better choice is almost always to buy the best camera you can afford. As a corollary the best camera is the one you have with you.
To give you the most growth possible you will want a camera with interchangeable lenses. Such as Nikon's D3000 or Panasonic's Lumix GF1.

If you are talking about getting into photography photography, then a point and shoot is never something for photography other than casual snap shots. Mainly because you won't be able to have much control over the settings, and focus, etc.
On what camera you should get- definitely a DSLR. But it really depends on your budget and how far are you going to get into photography.
Excluding the budget talk, I personally think that the Nikon D90 and Canon 550D are great cameras to start with and when you get deeper into it, it won't be too much of a low range camera. Those two camera are mid-rage cameras but the better ones.
