Any P&S camera is capable of shooting "clear" pictures, but whether they come out clear has more to do with your skills using the camera.
As far a producing "professional" photos, how may pros do you see using a P&S camera? My guess is you see them carrying around some kind of dSLR with a few lenses.

You will not get a good camera for under $ 200. The photos in your links were taken with DSLR cameras and fast lenses. The cheapest combination of camera and lens for photos like that costs about $ 600. Even then, your photos will look terrible unless you learn how to manually adjust a DSLR camera AND learn how to post process your photos. Good post production is just as important as taking the photo if you want "professional" pictures.
You really didn't think getting great photos would be cheap and easy did you? If it was, everyone would be taking professional looking photos.
If you are really serious about photography, start reading some books about photography while you save your money. Start with a book called "understanding Exposure." When you have saved $ 500, take what you have learned from the books and buy a starter DSLR camera. Then take a couple photography classes (they have some online).

"Professional" pictures is a subjective term.
Your budget is too low for a decent camera; that is the price for a budget compact camera.
Although compact cameras are capable of taking some excellent pictures (I know because I have one), they may not give you the type of pictures you are looking for (though that will depend a lot on your ability as a photographer). if you want a decent compact camera, you will need to spend a little more.
most cameras are capable of taking CLEAR pictures if you hold the camera steady (camera shake is probably the biggest cause of blurry photos).
